ECHA CHEM: Third Phase of Regulatory Data Integration Completed

The latest release of the ECHA CHEM database includes expanded regulatory data on chemical substances, reinforcing transparency and stakeholder involvement in EU chemical management

The European Chemicals Agency (ECHA) manages the largest chemical database in the European Union, combining data submitted by companies with information generated through European regulatory processes.


With ECHA CHEM, the Agency aims to share this growing amount of information with the public more efficiently. The database now includes:

  • Regulatory activities on substances,
  • The Classification and Labelling Inventory,
  • Over 100,000 REACH registrations submitted by companies.


On 16 September 2025, ECHA announced the third release of ECHA CHEM. This development marks a significant step toward greater transparency and accessibility of regulatory data, supporting both authorities and companies in the safe management of chemical substances.

The updated version of the database provides a comprehensive overview of the regulatory activities carried out by competent authorities and their related outcomes, giving stakeholders a clearer overview of how EU chemical policies are evolving.

The newly available regulatory data cover several legislative acts managed by ECHA. This increased visibility will enable stakeholders to participate more effectively in decision-making processes - for example, through public consultations - and to ensure compliance with EU legislation governing the use of chemical substances.

Below is an overview of the new ECHA CHEM content:

  • REACH Regulation
    • List of restricted substances and restriction processes
    • Authorisation List and ECHA recommendations for new substance inclusion
    • Substances of Very High Concern (SVHC) and the Candidate List
    • Dossier and substance evaluation processes
  • Drinking Water Directive (DWD)
    • European Positive Lists (EUPL)
  • CLP Regulation
    • Annex VI: list of substances with harmonised classification and labelling (CLH) and its update process
  • POPs Regulation (Persistent Organic Pollutants)
    • Lists of substances subject to the POPs Regulation and those proposed for inclusion

All these lists - except for the new EUPL under the DWD - will remain accessible through the “Search for chemicals” section of the ECHA website. However, as ECHA CHEM continues to expand with new datasets, the old search pages will gradually be phased out.
