Turkey Introduces New National Model for Chemical Product Management

The Turkish MoEUCC formalizes the principles and procedures for implementing KKDIK: deadlines for chemical substance registration defined

August 12, 2025 - The Turkish Ministry of Environment, Urbanization and Climate Change (MoEUCC) has formalized the “Procedures and Principles” for the implementation of the KKDIK Regulation (Registration, Evaluation, Authorization and Restriction of Chemical Substances), marking a decisive step towards safer, more transparent and sustainable management of chemical substances in the country.

The new model provides for the use of the Chemical Substance Registration System (KKS), part of the Integrated Environmental Information System. Similarly to what happens in Europe, Turkish companies must register substances placed on the market in quantities equal to or greater than 1 ton/year, providing:

  • Identification and composition of the substance
  • Analytical information and usage data
  • Physico-chemical, toxicological and ecotoxicological properties
  • Guidance for safe use and exposure estimation

The principle “one substance, one registration” requires registrants to collaborate within an MBDF (Substance Information Exchange Forum) to share data and submit a joint dossier. In the absence of agreement, separate registrations may be submitted, subject to justification to the Ministry.

To facilitate company adaptation, a provisional registration mechanism has been introduced. Specifically, companies may “pre-register” substances by submitting a minimum set of information, which must be completed later. This will likely help avoid production or importation blocks during the transition phase.

The new model provides for the creation of two support bodies:

  • Scientific Group on Chemical Substances: composed of academics, supports risk assessment and training;
  • Advisory Group on Chemical Substances: includes representatives from various ministries and stakeholders, tasked with monitoring, evaluating and proposing strategies for substance management.

Both groups play a key role in evaluating extension requests and resolving complex cases, helping to ensure a transparent and scientifically grounded decision-making process.
