UK REACH: Public consultation on the extension of Registration Dossier Submission Deadlines

Towards a strategic extension: the UK Government proposes new deadlines for the registration of chemical substances, pending the finalisation of the ATRm model and to ensure an adequate transition period for industry

With the publication of a new consultation document dated 14 July 2025, the Government has acknowledged that it will not be possible to implement the legislative changes required for the ATRm before the first current deadline (27 October 2026). As the model is still under review, a new public consultation has been launched (closing on 8 September 2025) to consider a further extension of the deadlines.

The proposed options are as follows:

  • Option 1 (Government’s preferred choice): October 2029, 2030, and 2031, with one-year intervals and a transition period of approximately two years.
  • Option 2: April 2029, 2031, and 2033, maintaining two-year intervals.
  • Option 3: April 2029, 2030, and 2031, with one-year intervals but earlier submission dates than Option 1.

The “do nothing” option is discouraged, as it may lead to unnecessary investments or overly compressed transition periods for businesses.

In line with previous decisions, the consultation also proposes to align the compliance check deadlines (under Article 41(5) of the UK REACH Regulation) with the new data submission deadlines, as checks cannot begin before the required information is submitted.

Final Considerations

This proposed extension reflects the technical and legislative challenges in shaping a UK REACH framework that is both effective and economically viable for industry. While it offers additional time for compliance, it also introduces uncertainty regarding the final requirements of the ATRm, which remain under review following the 2024 consultation.
