CLH intentions and proposals from France and Norway for ethylidynetrimethanol, propylidynetrimethanol and vanadium compounds
France and Norway have submitted new intentions and proposals for the harmonised classification and labelling of ethylidynetrimethanol, propylidynetrimethanol and selected inorganic vanadium compounds
09 Jul 2026On 16 June 2026, Norway submitted a proposal for harmonised classification of the following substances, which are not currently included in Annex VI to the CLP Regulation:
- Ethylidynetrimethanol EC n. 201-063-9 CAS n. 77-85-0: the proposed classification for this substance is Repr. 1B, H360. It is a short-chain branched triol widely used in 3D printing and inks.
- Propylidynetrimethanol EC n: 201-074-9 CAS n. 77-99-6: the proposed classification for this substance is Repr. 1B, H360D. It is a short-chain branched triol that is widely used as a polymerisation agent.
Both proposals are expected by the end of 2026.
On 5 May 2025, France submitted several proposals for the harmonised classification of three inorganic vanadium compounds, including sodium metavanadate, ammonium trioxovanadate, and potassium vanadium trioxide, which are used as intermediates in catalyst synthesis.
The proposed harmonised classification is broadly similar for all three compounds. A summary of the proposed hazard classes for potassium vanadium trioxide (EC: 237-388-8; CAS: 13769-43-2) is provided below. In addition to its use as an intermediate in catalyst synthesis, this substance is also used as an anticorrosive agent and as an intermediate in the glass industry:

- Carc. 1B H350
- Repr. 2 H361fd, Lact. H362

At this stage, these proposals have no legal effect and will enter into force only upon publication of the official legislative text. In this specific case, this will result in an amendment to Annex VI of Regulation (EC) No 1272/2008 (CLP).
It should be noted that proposals may be submitted by the competent authorities of the Member States, manufacturers, importers, or downstream users. Anyone with information on the identity or hazardous properties of a substance is encouraged to provide such information to the dossier submitter during the early stages of the process or during the public consultation.
Stakeholders can follow the updating of a proposal from the notification of intent through to the adoption of the opinion by the Committee for Risk Assessment (RAC).
We recommend that companies assess in advance the potential impact that these changes may have on their chemical management practices.
