Belgium updates PCN notification fee system
New annual fee structure applies to hazardous mixtures notified via the ECHA PCN Portal from 1 January 2026
21 Jan 2026Article 45 of the CLP Regulation obligates companies to notify hazardous mixtures of the competent national authorities, to support citizens and medical personnel in the event of a health emergency, in accordance with Annex VIII. ECHA provides the PCN portal for the submission of notifications, while leaving it to each Member State to define the implementation arrangements, including accepted languages and applicable fees.
In this context, it should be recalled that Italy also applies a fee for the submission of PCN notifications, which must be completed before the product is placed on the market.
From 1 January 2026, the designated competent authority in Belgium has introduced a new payment system for placing mixtures notified via the ECHA PCN Portal on the Belgian market. The new criteria provide for annual fees based on the number of mixtures submitted, going from €500 for 6–20 notifications up to a maximum of €40,000 for more than 10,000 notifications.
