ECHA announces its awareness campaign on updating registration dossiers

The European Chemicals Agency (ECHA) has announced the imminent launch of an awareness-raising campaign on the updating of registration dossiers.

The main targets of the initiative will include in particular:

• Joint registrations in which the Lead Registrant has changed without a following update and full submission of the required information by the new Lead Registrant;
• Registrations with classifications not aligned with the harmonised classification under the CLP Regulation.

Affected registrants will be contacted directly by the Agency and will be required to update their dossiers within the established deadlines.

It is recalled that the registration dossier must continuously reflect the most up-to-date knowledge on the safe use of the substance, both at manufacturing sites and throughout the entire supply chain. For this reason, registrants are required to update their dossiers whenever relevant changes occur, such as a move to a higher tonnage band, new identified uses, changes in substance composition, or following evaluation decisions requiring additional information.

Further updates may also be necessary because of changes to the information requirements under the REACH Regulation or updates to the harmonised classification and labelling of hazardous substances in accordance with Annex VI of the CLP Regulation, which is updated annually through the European Commission’s Adaptations to Technical Progress (ATP).

ECHA reminds registrants that the registration dossier should be regarded as a true “living document”, and that REACH registration does not end with the assignment of a registration number.

Companies are therefore encouraged to carefully monitor the potential need to update their dossiers and, where appropriate, to proceed proactively with the submission of the required updates, recalling that the obligation to keep registration dossiers up to date ultimately remains the duty of the registrant.
