ECHA publishes the draft update of the CoRAP 2026–2028: 28 substances under evaluation
In the new preliminary plan, ECHA outlines the updated Community Rolling Action Plan for 2026–2028, introducing 8 new substances and proposing the withdrawal of one previously listed substance
23 Jan 2026On 9 December 2025, the European Chemicals Agency (ECHA) published the draft update of the Community Rolling Action Plan (CoRAP) for the 2026–2028 period, within the substance evaluation process established under the REACH Regulation (Title VI of Regulation (EC) No 1907/2006).
As discussed in our previous news of 30 April 2025, the CoRAP aims to prioritise substances subject to the regulatory evaluation process under the REACH Regulation, based on identified hazards and conditions of use that may give rise to potential risks. The preliminary document includes 28 substances suspected of posing a risk to human health or the environment, selected according to priority criteria defined at EU level and developed in close cooperation with the competent authorities of the Member States.
In detail, the draft CoRAP provides for:
- 17 substances planned for evaluation in 2026, including some group evaluations;
- 10 substances scheduled for evaluation in 2027 and 2028;
- 8 new substances compared to the CoRAP 2025–2027;
- 1 substance proposed for withdrawal, as the available information was considered sufficient to address the initial concerns.
For each substance, the plan reports the non-confidential names, EC and CAS numbers, the initial grounds for concern (such as reproductive toxicity, carcinogenicity, environmental persistence, mobility or widespread use), and the Member State responsible for the evaluation.
The draft was formally transmitted on 27 November 2025 to the competent authorities of the Member States and to ECHA’s Member State Committee, which is expected to deliver its opinion by February 2026. Based on this opinion, ECHA plans to adopt and publish the final version of the CoRAP 2026–2028 on 24 March 2026, together with a justification document for each included substance.
By publishing the draft in advance, ECHA aims to promote timely communication between registrants and evaluating authorities, allowing the companies concerned to adequately prepare for potential information requests arising from the substance evaluation process.
