ECHA’s Involvement in the Safety Assessment of Substances under the Toy Safety Regulation
With the entry into force of the new Toy Safety Regulation (TSR), ECHA assumes responsibility for assessing the safety of chemical substances in toys and reviewing requests for exemptions for the use of prohibited substances
18 Feb 2026The new Toy Safety Regulation (TSR), which entered into force on 1 January 2026, aims to ensure that toys sold online and in stores are safer for children. The regulation introduces stricter standards on chemical safety, product transparency and digital responsibility throughout the entire value chain.
Within this new regulatory framework, ECHA takes on additional duties and will work even more closely with the European Commission to support the implementation of the TSR.
Specifically, the Agency will be responsible for:
- assessing the safety of chemical substances found in toys, upon request from the European Commission, referring to the scientific opinions of the Committee for Risk Assessment (RAC);
- reviewing exemption requests submitted by companies seeking authorization to use substances prohibited by the regulation. These assessments will involve both the RAC and the Committee for Socio-Economic Analysis (SEAC).
Through these activities, ECHA will help ensure that toys placed on the EU market meet high safety standards and do not pose risks to children’s health.
