Starting consultations on the proposal to amend the harmonised classification of melamine and new proposal for sodium metavanadate

17 Mar 2026

On September 2025, Germany proposed to update the harmonised classification of melamine, a substance considered highly concerning for human health and the environment, already included in the Candidate List.

Melamine is a chemical substance mainly used in the production of plastics, tableware and kitchen utensils, laminates, furniture, coatings and adhesives. In Europe it is produced or imported in large quantities and is mainly used in industrial applications. Although there are no registered direct uses in chemical products intended for consumers, exposure may occur through articles containing it, such as food packaging, tableware, toys and personal care products. It may also be present in mattress foams, with possible dermal exposure. Oral exposure may occur when melamine migrates into food from food-contact materials, particularly when these are heated.

The consultations started on 16/02/2026 and stakeholders may submit comments on the hazard classes currently under consultation. The indicated classes have been assessed within the proposal for harmonised classification and labelling, without prejudice to the possibility of submitting comments also on classes for which no classification has been proposed.

The CLH consultation lasts 60 days; therefore, the deadline is set for 17/04/2026.
Any comments received after the deadline will not be taken into consideration by either the dossier submitter or the RAC.

The German proposal represents an important step forward for the protection of public health and the environment, although it may entail significant consequences for companies that use or market this substance.

Furthermore, France announced its intention to submit a proposal for harmonised classification and labelling also for sodium metavanadate:

It is essential for companies to act promptly and monitoring regulatory developments, analyzing the effects of the new classifications on their activities and preparing the necessary measures to update safety data sheets, labels, and notifications.
