Notification to the WTO of the provisional text of the 24th ATP of CLP Regulation
New harmonised classifications in Annex VI of the CLP
05 Dec 2025The draft of the 24th ATP (Adaptation to Technical Progress) to the CLP Regulation, amending Annex VI, has recently been notified to the WTO. The regulatory text, not yet formalised, introduces and/or revises several entries of harmonised classifications.

Among the main aspects of the new act is the expansion or update of the classification of several substances, including 2-hydroxyethyl methacrylate (HEMA), various metal-complex compounds, pesticides, synthesis intermediates, and natural substances such as tea tree oil.
A significant element also concerns bromine compounds, for which the RAC has identified a shared mechanism of reproductive toxicity.
As a result, the Commission is introducing a new Note 13 in Annex VI of the CLP:
«Note 13: The classification of mixtures as reproductive toxicant category 1 is necessary if the sum of the concentrations of individual bromide salts that are classified as reproductive toxicant category 1 in the mixture as placed on the market is ≥ 0.3 %».
As with every regulatory update, companies are advised to considering in advance the implications that these changes may have on the management of their chemical products, ensuring they are prepared when the provisions enter into force.
