In 2016, the Chinese MIIT (Ministry of Industry and Information Technology) published the law "Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products," the so-called "China RoHS 2."

The law came into effect in China on July 1st, 2016, and applies to electrical and electronic products (EEP), expanding the scope compared to the previous version (China RoHS 1), which only applied to so-called EIP (Electronic Information Products).
The Chinese authority also established the "China RoHS compliance management catalogue" (the "Catalogue"), which, since March 15th, 2019, lists 12 categories of EEP subject to conformity management based on the restrictions on hazardous substances under China RoHS 2.
From November 15th, 2019, Chinese manufacturers and importers of products in the Catalogue must implement a conformity assessment system based on the limits set by the MIIT "Implementation Guidelines," allowing two methods:
- voluntary national certification;
- self-declaration.
Furthermore, Chinese legislation imposes specific marking and labeling requirements, as well as an exemptions system modeled on the European one (although not perfectly alignable); moreover also batteries are included in China RoHS 2 scope.
While Chinese manufacturers and importers are responsible for China RoHS 2 compliance, European exporters aiming to enter the Chinese market must also understand these regulations to facilitate communication with customers and ensure their products meet mandatory requirements.
